She took God’s promise to mean she would be elevated from her job as acting inspector general of the Federal Trade Commission to be named to the job on a permanent basis. She was one of two finalists for the position. The other finalist was Roslyn A. Mazer, a former boss of hers who Kelly had clashed with in the Office of the Director of National Intelligence. Tshibaka did not get the job. Mazer did.
